The WYPCA team works collaboratively to support Wyoming’s Community Health Centers in a number of ways, ensuring the people of Wyoming are our top priority at all times, and effectively improving access to health care across the state.

Our Staff

Jen Davis

Jen Davis

Executive Director

Jen is a 2001 graduate of Northern Arizona University with a Doctorate in Physical Therapy. Her practice has primarily focused on pediatric physical therapy. She also has experience in geriatric, outpatient, and neurological rehabilitation and taught as an adjunct professor for Human Anatomy and Physiology and Medical Ethics at Laramie County Community College.

In 2012, Jen embarked on a new career path in child advocacy as the Director of the Wyoming Citizen Review Panel focusing on advocacy related to the child welfare system. While at the Wyoming Citizen Review Panel, Jen expanded the organization to include Prevent Child Abuse Wyoming and became an affiliate of the home visiting program, Parents as Teachers. Through her commitment to the prevention of child abuse and neglect, Jen moved into the role of Consultant for the Wyoming Children’s Trust Fund. Then in November of 2019 Jennifer left her position to work for Governor Mark Gordon as the Health and Human Service Senior Policy Advisor. Her portfolio included the Department of Corrections, Family Services, Health and Insurance, as well as the many stakeholders across Wyoming. After five years in the Governor’s Office, Jen transitioned into the role of Executive Director of the Wyoming Primary Care Association focusing on elevating health care in Wyoming.  

Jen is married to a military veteran and they share two children, Hayden and Paige. Jen likes to spend her time with family outdoors in the Wyoming wilderness and exploring new locations across the globe.

Susie Markus

Director of Operations

Susie has 40 years of experience in Wyoming as a social worker, counselor, educator, policy advocate, change agent, and nonprofit leader. She is driven by a clear vision of a Wyoming in which all people grow, live, learn, work, play, and age with dignity, supported by access to comprehensive, affordable, and high-quality health care. 

Susie is honored to be working collaboratively with and on behalf of the members of the Wyoming Primary Care Association and many partners in her role as Director of Operations.

Tracy Rue

Program Director

Tracy is a dynamic, results-oriented leader with extensive expertise in the health care sector, encompassing Clinical, Administrative, and Health Care Technology domains. She is known for delivering transformative solutions, expanding business operations, and fostering strategic partnerships that yield significant outcomes, and proficient in leading cross-functional teams, enhancing workflows, and achieving outstanding results in high-pressure environments. 

At the national level, Tracy participated in initiatives with the Office of the National Coordinator for Health IT’s Beacon Community and the EHR Community of Practice Work Group, pioneering discrete data exchange between HIEs and EMRs for applications such as population health management, risk stratification, advanced data analytics, and clinical information sharing.

Mary Lynne Shickich

Mary Lynne Shickich

Government Affairs Director

Mary Lynne serves as the lead of Shickich Strategies, a Wyoming government affairs firm with a focus on state and federal legislative and regulatory issues.  Her current clientele focus is health care.

For the past 25 years, Mary Lynne has served in numerous government and public relations leadership roles both at the state and federal levels. Prior to starting her own government and public affairs business in 2013, she served as the Vice President of External Affairs, Community Relations and the Hospital Foundation at the Wyoming Medical Center in Casper. In this capacity, she developed expertise in issues impacting large hospitals, and delivery and payment issues with Medicare and Medicaid populations.

She also has served as the Senior Vice President at the Wyoming Hospital Association and as the National Grassroots Project Director at the American Hospital Association in numerous locations around the United States, including Washington, D.C. In those areas, she lobbied and developed successful efforts mobilizing constituents to influence legislation.

As the outstanding undergraduate student in Political Science at the University of Wyoming, she was elected to Pi Sigma Alpha Political Science Honor Society.  Mary Lynne received a very selective fellowship at the Eagleton Institute of Politics at Rutgers University in New Brunswick, New Jersey. She received a master’s in Policy, and her master’s thesis paper was on the Older Americans Act, evaluating the successes of the congregate meals site funding for seniors.

Denise Padilla

Denise Padilla retired from the State of Wyoming where she worked in the Wyoming Department of Health, Chronic Disease Prevention, and in the Wyoming Department of Education. She enjoys her part-time work supporting the Wyoming Primary Care Association and continuing to serve Wyoming.

Tracy is driven to improve the healthcare system – because everyone deserves caring and compassionate health care. Community Health Centers build the health of our communities by serving everyone, regardless of ability to pay, because, she says, we do more than care for you; we care about you.

The WYPCA provides us with the training and political updates and helps us get what we need to provide health care to all Wyoming residents, regardless of their ability to pay.

As an FQHC, Health West Inc. has found that working with the various state PCAs is the best way to serve our patients. Mark finds the camaraderie and teamwork on the WYPCA board rewarding, and appreciates how WYPCA helps navigate political waters in regard to ongoing funding, in order to support health care for the people of Wyoming.

The training opportunities provided by WYPCA are highly valuable.

There is a large, underserved population in Wyoming with limited access to health care. Kevin says Community Health Centers fill this critical gap by providing essential services that improve health outcomes and save lives. As part of the WYPCA board, he can help shape initiatives that directly impact patients and staff.

In her role as a board member, Colette finds connecting with health care personnel all across the state and nation very rewarding. She says it has been integral to her own learning and ability to build capacity at our health centers.

The work that the EHCW and WYPCA do together allows Wyoming residents to lead happier, healthier lives.

The WYPCA contributes to the EHCW success by providing TA and support where it is needed the most. Tom says the people of the WYPCA genuinely care about the work CHCs perform and it shows through communications and actions.

Sara Vigil

WYPCA operates with honesty, integrity and communication. They care about the success of all of Wyoming CHC/HCH facilities.

Sara Vigil is serving as the Interim CEO of Community Action of Laramie County, overseeing the healthcare clinic and social services programs that support Wyoming residents in need. Sara has spent the past fifteen years serving rural Wyoming through hands-on, mission-driven healthcare leadership. Growing up in Platte County gave her a deep appreciation for the resilience of small communities and the importance of accessible, affordable and compassionate care. Today she lives in Cheyenne, where she continues to focus on strengthening healthcare systems, supporting frontline teams, and removing barriers that underserved populations often experience in healthcare delivery.

Sara is passionate about collaborative problem-solving, community partnerships, and building programs that make a real impact for Wyoming families. Sara has been involved in community advocacy for more than 20 years, starting as a domestic violence advocate in and later serving as the chairperson for the Salvation Army. She is currently completing her degree in Organizational Leadership with a focus on Public Health Administration at the University of Wyoming.

WYPCA-supported health centers provide intentional patient care with excellence, deploy impactful wrap services and create robust partnerships for healthier patients, creating stronger, more resilient communities.

Kelly believes WYPCA brings together a core group of providers and aligns efforts with innovative partners to reinvent health care into a more efficient, strategic model. In her role on the board, she helps find new ways to provide excellence in care, be the best steward of resources, and learn what best practices lead to better outcomes.

Keri Wagner

Keri Wagner is an ex officio member of the Wyoming Primary Care Association (WYPCA) Board, representing the Wyoming Office of Rural Health (ORH). As the Healthcare Workforce and Primary Care Office Manager, Ms. Wagner is responsible for health professional shortage area designation, health workforce recruitment and retention programs, including the Wyoming State Loan Repayment Program, and collaborating with the WYPCA on health center expansion.

Ms. Wagner has been with the ORH since 2008 and in her current role since 2012. Serving as an ex officio member of the board ensures seamless collaboration between the ORH’s efforts and the work of Community Health Centers across Wyoming to increase access to patient-centered and affordable primary care services.
